PROBLEM TO BE SOLVED: To facilitate the passage of vehicles in a construction section. SOLUTION: A server device 40 controls a display (red signal or green signal) of a construction signal 10 while detecting a vehicle stopped at a stop line with a stop sensor 20. If the output of the stop sensor 20 indicates that there is a vehicle that remains stopped at the stop line even after a predetermined time has elapsed after the construction signal 10 controlled by the server device 40 displays the green signal. For example, the construction signal 10 notifies the change of the signal by an audio output such as "It is blue". Therefore, even if the driver overlooks the change to the green light, it is possible to promote the departure of the vehicle and realize smooth passage of the vehicle in the construction section.
