PROBLEM TO BE SOLVED: To perform highly efficient and good treatment on water to be treated. SOLUTION: An aeration agitation system 11 arranged inside a reaction tank 1 constituting a circulating water channel of water to be treated including a straight line portion by a peripheral wall 2 and a central partition wall 3 is arranged in a straight line portion of the circulating water channel. It also has a rotatable impeller 6 and a rectifying plate 9 that surrounds the impeller 6 except for a part. The rectifying plate 9 has a rectifying plate curved portion 9a that is convex toward the upstream side of the circulating water flow, and a pair of rectifying plate straight portions 9b that extend linearly from both ends of the rectifying plate curved portion 9a to the downstream side. The impeller 6 is covered with the bending plate curved portion 9a on the upstream side, and is open between a pair of straight straight portions 9b of the straightening plate on the downstream side. The rotation center 6a of the impeller 6 is arranged at a position separated from the main surface of the central partition wall 3 excluding the local uneven portion by a distance of 1/3 to 2/3 of the total width of the circulation channel.
