PROBLEM TO BE SOLVED: To solve a raw material blending planning problem formulated as a mixed integer programming problem including a non-linear variable at high speed in planning a blending ratio of a raw material having an optimum evaluation function after satisfying constraints. To provide a method for creating a compounding plan, a method for producing coke, a method for solving a mixed integer programming problem, and a device for creating a raw material compounding plan. SOLUTION: The raw material compounding plan creation method includes a vectorization step of replacing one or more elements included in a non-linear term of a non-linear constraint with different variables to vectorize them, and a relaxation constraint condition creation method of adding a constraint condition related to a vector variable. A set of steps, a predetermined number of vector variable values to be set, a first optimization step for searching for vector variable values, a plurality of linear programming problem groups, and an evaluation standard of operation indicators. Includes a second optimization step to find the value of the vector variable for which is improving, and a final solution determination step to obtain the final solution by a mixed integer programming problem.
