To provide a planar heating element transfer sheet capable of manufacturing a planar heater conveniently, while restraining formation of pinhole in a heating layer having PTC characteristics effectively, and a planar heating element transfer sheet manufacturing method, and to provide a planar heater which can be manufactured conveniently, while restraining formation of pinhole effectively, and a manufacturing method of the planar heater.SOLUTION: A planar heating element transfer sheet for transferring a planar heating element to a backing material includes a mold release film having a mold release agent layer on one side, and a planar heating element placed on the mold release agent layer of the mold release film, and the planar heating element includes a ground layer containing polyurethane resin laminated on the mold release agent layer of the mold release film, a pair of electrode parts composed of a conductive material formed on the ground layer at a prescribed interval, and a heating layer composed of a resistor material having self-temperature adjustment function and laminated on the ground layer while electrically connected with the pair of electrode parts.SELECTED DRAWING: Figure 2
