PROBLEM TO BE SOLVED: To provide a method for depositing a noble metal on a carbon steel member of a nuclear power plant, which can shorten the time for forming a Ni metal film on the surface of the carbon steel member. A film forming apparatus is connected to a carbon steel purification system pipe of a BWR plant (S1). Formic acid (surface cleaning agent) is injected into the circulation pipe of the film forming apparatus (S4). An aqueous surface purification agent solution containing 30,000 ppm of formic acid is brought into contact with the inner surface of the purification system pipe to elute a large amount of Fe2+ from the purification system pipe, and a large amount of electrons are generated by this elution. After that, a nickel formate aqueous solution is injected into the surface cleaning agent aqueous solution to form a film forming aqueous solution (S5). The film-forming aqueous solution storing the electrons is brought into contact with the inner surface of the purification system pipe, the Ni ions taken in the inner surface are reduced by the electrons, and the Ni metal film is formed on the inner surface. Platinum ions and a reducing agent are injected into the circulation pipe (S9, S10), and an aqueous solution containing platinum ions and a reducing agent is supplied to the purification system pipe to deposit platinum on the surface of the Ni metal film.
