The present invention provides a data construction apparatus of a cyber training system. The data construction apparatus comprises: an application traffic simulator to simulate a traffic type and a traffic volume in a traffic generation sequence in accordance with an application protocol; a self-similar traffic simulator to output a random value of a first type to simulate a volume of corresponding traffic by receiving a specific parameter and variance, and output a random value of a second type in accordance with a specific traffic distribution to simulate generation intervals between traffics; a payload storage database to transfer a payload similar to application protocol type and size information to a host traffic information fuser and a network traffic information fuser; and a traffic generator to receive traffic generation information in accordance with a generation rate of host traffic and network traffic to generate traffic. Background traffic similar to the internet can be generated in a cyber training system to improve the accuracy of the cyber training system.
