A system and method are disclosed for generating current forecasts for a given location over a period of time. The system receives weather observations and predictions for a given location from a plurality of weather sources, and processes this information to determine a probability distribution of precipitation type and a probability distribution of precipitation over a period of time. . These two probability distributions may then be combined into a plurality of probability distributions (PTypeRate forecasts) representing the probability of occurrence of a particular precipitation type at a particular precipitation rate over a period of time for a given location. In some embodiments, instead of determining the PType distribution, weather observations entered into the system to generate a PTypeRate forecast indicating a probability of occurrence of the selected precipitation type at a particular precipitation rate over a period of time for a given location.
