According to the present invention, provided is a method of operating a free rental traffic card with prepaid traffic fare charge. According to the present invention, through the method of operating a free rental traffic card with prepaid traffic fare charge, public transportation passengers, who cannot own a credit card, such as foreign students, delinquent borrowers or students as well as foreign travelers or foreigners with a temporary residence visa can have a traffic card and make a transfer. Therefore, the burden of traffic fares, caused when passengers cannot make a transfer after paying with cash or using a general ticket, can be reduced, and a burden caused by a loss of a credit card can be reduced and inconvenience caused by the carrying of cash can be eliminated because passengers do not need to carry a credit card or cash. In particular, to give a good image to foreign travelers, if a predetermined amount of money is paid for a prepaid traffic card, a prepaid traffic card with a public transportation transfer function is lent for free while the card is charged with the paid amount, and then, when a passenger does not need to use the traffic card anymore after using and charging the traffic card repetitively, the passenger can get the balance in the card back by returning the card.
