The present invention relates to an apparatus for generating a heart model based on a heart voltage map and a potential activation map, which is capable of selecting an operation portion most suitable for a patient before radiofrequency ablation surgery; and a method thereof. According to one embodiment of the present invention, the apparatus for generating a heart model comprises: a voltage distribution reflecting unit reflecting a voltage distribution displayed on a first heart voltage map of a patient in a heart model of the patient; a block appointing unit appointing a block area, to which an electronic signal is not transferred, in the heart model of the patient in accordance with a predetermined probability distribution to generate a first potential activation map with respect to the heart model of the patient; a potential wave propagation speed calculation unit using the generated first potential activation map to the heart model of the patient to calculate a first potential wave propagation speed in all positions included in the heart model of the patient, and matching the first potential wave propagation speed with a fiber direction distribution model of the heart to calculate a second potential wave propagation speed when a first potential wave and a fiber direction are advanced in parallel; and a map generation unit reflecting a diffusion coefficient proportional to the calculated second potential wave propagation speed in the first potential activation map generated by the block appointing unit to generate a second heart voltage map and a second potential activation map with respect to the heart model of the patient.
