The present invention relates to a partially crystalline porous activated carbon producing method which includes: a step of preparing lignin, which is a component of biomass, as a raw material; a step of carbonizing the lignin in inert gas atmosphere; a step of charging a carbon material obtained by the carbonization treatment to a furnace connected with an ultrasonic nebulizer containing distilled water; and a step of obtaining partial crystalline porous activated carbon by activating the carbon material while making a steam flow into the furnace after vibrating the distilled water contained in the ultrasonic nebulizer with ultrasonic waves. The present invention: uses biomass whose raw materials are easy to obtain and is able to produce partial crystalline porous activated carbon representing a high specific capacitance while having a plurality of pores for providing paths through which electrolyte ions enter or exit, wherein partial crystallinity has an effect of improving the electronic conductivity of porous activated carbon.
