According to a first embodiment of the present invention, a fixed plume for a small river on-site investigation comprises: a plume in which a water in a small river flows into one side while the water introduced from the other side opposite to the one side is discharged to a flow direction of flowing water, and formed with a side member extended from the one side or the other side at a predetermined height on both sides thereof; a wing coupled to one side of the side member extending from one side of the plume and foldably provided to guide a direction of water flow in the small river to one side of the plume; and a fixing rod which is inserted in a direction perpendicular to the wing and is inserted into the wing, with an end passing through the wing which is embedded in the ground of the small river, such that the wing is fixed to the ground and a rotation angle of the wing is fixed.
