The present invention relates to a cosmetic cream composition which uses oriental weatherfish and a manufacturing method thereof. A manufacturing method of a cosmetic cream composition which uses oriental weatherfish comprises: a step of acquiring a first oriental weatherfish extract by mixing a selected and washed raw oriental weatherfish, a fishy smell removing mixture which has ginger, garlic, onion, white radish, Alpine leek leaf and Beach silvertop leaf, and purified water at a fixed rate, and heating the mixture for a certain period at 60-85°C; a step of acquiring a second oriental weatherfish extract by mixing the first oriental weatherfish extract, a citrus peel mixture which has citrus peel, herb leaves, Sasa borealis leaves and Portulaca oleracea mixed in a fixed rate, 1,3-butylene glycol and purified water in a fixed weight ratio, heating the mixture for a certain period at 70-85 °C, and isolating only supernatant with a centrifuge; a step of manufacturing an oil-phase mixture by adding an oily cream base which has crocodile oil, a skin conditioning agent, an emulsifier, an emulsifying support agent and a moisturizer mixed in a fixed rate into 20-50 parts by weight of the second oriental weatherfish extract and performing temperature raising dissolution; a step of manufacturing a water-phase mixture by adding a water cream base which has purified water, a chelate agent, a skin conditioning agent, a moisturizer and a pH regulator mixed in fixed rate into 20-50 parts by weight of the second oriental weatherfish and performing temperature raising dissolution; a step of manufacturing a silicone based addition mixture by mixing a silicone based skin softener, 1,3-butylene glycol and a viscosity adjusting agent in a fixed rate; and a step of completing a cosmetic cream composition by mixing the oil-phase mixture, the water-phase mixture and a silicone based addition mixture.
