The present invention relates to a non-displacement ground improvement apparatus through consolidation of weak ground and a non-displacement ground improvement method using the same for forming a consolidated post body or a consolidated post wall in the ground in order to stabilize the ground. The non-displacement ground improvement apparatus through consolidation of weak ground according to an embodiment of the present invention includes: an inject steel pipe for injecting solid formulation in order to form a consolidated post body or a consolidated post wall in the ground; a consolidation head mounted at a lower end of the injection steel pipe to drill the ground; a consolidation cover surrounding an upper portion of the consolidation head and getting wider toward an upper portion of the consolidation head to press and consolidate the side of the ground when the consolidation head drills the ground; a stirring space formed between the consolidation cover and the injection steel pipe to have an open upper portion so that soil of the ground can be induced partially, wherein the solid formulation supplied through the injection steel pipe and the induced soil are stirred in the stirring space; and a cover stirring wing mounted in the stirring space and connecting the consolidation cover with the injection steel pipe to stir the soil and the solid formulation induced into the stirring space.
