The present invention relates to an on-the-job police training system using VR and, more specifically, to an on-the-job police training system using VR, capable of enabling a trainee to effectively have a series of realistic and immersive police training sessions such as report reception, responding to a scene, after-treatment and the like by experiencing various crimes and accidents, which have occurred or can occur, in virtual reality. According to the present invention, the on-the-job police training system includes: a content DB providing a virtual reality video as scenario content about police training; a virtual reality terminal placed on the head of a user that covers the eyes, and including a screen placed in front of the eyes and a gaze sensor sensing the gaze of the user; a hand sensing terminal placed in a hand of the user to sense the motion of the hand; and a synchronization module changing the viewpoint of the virtual reality video and actuating an item of the virtual reality video by synchronizing the gaze sensed by the gaze sensor with the motion of the hand sensed by the hand sensor.
