The present invention relates to a seat belt monitoring apparatus based on a Bluetooth mesh network for improving power efficiency and communication reliability. The seat belt monitoring apparatus comprises: a sensing unit which is installed in each seat belt in a vehicle, has each unique identification information, confirms whether a seat belt is fastened or not, and wirelessly outputs a signal thereof with the unique identification information; and a smart terminal which receives the signal outputted from the sensing unit and has an exclusive application program installed for a user to easily confirm whether the seat belt in the vehicle is fastened or not by installation location. According to the present invention, it is possible to accurately confirm whether a seat belt is fastened or not anytime anywhere by using a smart terminal.
