Disclosed in the present specification is an inverted non-fullerene organic solar cell. The inverted non-fullerene organic solar cell includes: a substrate; a metal oxide electrode formed on the substrate; an electron collecting layer formed on the metal oxide electrode; a photoactive layer formed on the electron collecting layer; a hole collecting layer formed on the photoactive layer; and a metal electrode formed on the hole collecting layer. One or more neutral polymers are included in the electron collecting layer. In the inverted organic solar cell of the present invention, the work function of the electron collecting layer can be reduced and the internal diffusion potential can be increased as compared to a conventional inverted structure organic solar cell, by adding one or more neutral polymers in the electron collecting layer. As a result, power conversion efficiency can be improved.
