According to the present invention, an artificial underground water recharge system comprises: a raw water pipe to guide raw water of a water source area from one side to the other side; an artificial recharge underground lake which is formed in an underground aquifer, has an inlet connected to the other side of the raw water pipe, and recharges raw water flowing into the ground through the inlet during a corresponding period; an aromatic compound detection unit which is arranged on the raw water pipe to detect an aromatic compound from raw water before entering the artificial recharge underground lake; a pretreatment unit arranged on the raw water pipe to pretreat the raw water by hydrogen peroxide, ozone, and ultraviolet (UV) light; and a control unit which is electrically connected to the aromatic compound detection unit and the pretreatment unit, calculates a specific UV absorbance (SUVA) value based on a measurement value measured by the aromatic compound detection unit, and uses the calculated SUVA value to control drive of the pretreatment unit to pretreat the raw water. An effective underground reservoir operating process is suggested to improve underground reservoir operating efficiency, improve water quality treatment efficiency in artificial underground reservoir recharge by pretreatment, and shorten water quality treatment time in artificial underground reservoir recharge by pretreatment.
