The present invention relates to a panel manufacturing method with improved bi-directional bending strength and to a panel and a billiard table panel manufactured thereby. By improving bi-directional bending strength to increase the stress against deflection, the panel can be used as building exterior materials such as horizontal plates such as slabs or the like. In addition, compared with heavy slabs, the weight is light, and thus the panel is easy to carry and install, is suitable for use as the billiard table panel without dividing into three pieces like slabs, and has an effect that billiard balls roll well.
