The present invention, in manufacturing a biphasic calcium phosphate-based porous bone graft material having excellent anti-inflammatory activity by using a three-dimensional printing technique, provides a method for manufacturing the porous bone graft material using a powder, water-soluble polymer binder and dispersant, and the porous bone graft material manufactured by using the three-dimensional printing technique, by synthesizing the biphasic calcium phosphate powder such that elements cerium (Ce) or silicon (Si) having anti-inflammatory activity are partially substituted.
