The present invention relates to a semi- submersible solar power generation system capable of controlling an angle of a solar module with minimum power in accordance with a change of a water surface and a control method thereof. The semi- submersible solar power generation system comprises: a sensor unit detecting position information of a latch gear which is coupled to a solar module vertically moving along a guide of a height fixing fixture of the semi- submersible solar power generation system and angle information of the solar module and a module fixing fixture; a height adjustment unit mounted on each corner unit of the semi- submersible solar power generation system to adjust a submerged depth by winding or unwinding a wire connected to a bottom; a latch gear drive unit driving a latch gear motor unit which fixes or releases movement of the latch gear; and a control unit controlling the latch gear drive unit to be moved by a difference between a predetermined angle of the solar module and a real angle of the solar module based on the detected information through the sensor unit and implementing control of the submerged depth.
