The present invention relates to a variable control type heat pump system using a water source, comprising: a heat exchanger of which one side is connected to a raw water pipe having a raw water pump and the other side is connected to a brine pipe; a heat pump of which one side is connected to the brine pipe having a brine pump and the other side is connected to a circulating water pipe; a heat storage tub of which one side is connected to the circulating water pipe having a circulating water pump; a PLC controlling the raw water pump, the brine pump, and the circulating water pump; and a workstation connected to the PLC and determining an optimal heat exchange rate for every raw water temperature. Accordingly, each pump is controlled by a frequency for optimizing system efficiency in accordance with the raw water temperature so that efficiency in heat exchange and the heat pump system can be significantly increased.
