Disclosed are a method for manufacturing a bioactive membrane by fusion of spin coating technique and freeze-drying technique and a bioactive membrane produced thereby. The method for manufacturing the bioactive membrane according to an embodiment of the present invention comprises the following steps: (a1) preparing a polymer solution comprising a biodegradable polymer and a solvent; (a2) forming a thin film made of the polymer solution by spin coating; (a3) freezing the thin film; and (a4) sublimating the solvent in the frozen thin film to dry the thin film. The present invention provides the bioactive membrane having a porous structure and biodegradability so as to be extensively used in a surgical site, scarred skin, etc., and the method for manufacturing the same.
