According to the present invention, Prunella vulgaris is extracted three times by using a water extraction method, and medicinal components of Prunella vulgaris are concentrated and dried to yield Prunella vulgaris extract powder, wherein the medicinal active components are contained in 95% or greater of the Prunella vulgaris extract powder obtained by a reflux extraction method of the present invention. Since the Prunella vulgaris extract powder contain most of the medicinal active components of Prunella vulgaris, a Chinese foot soaking preparation for treating hypertension and insomnia, and balancing yin and yang, prepared by using the same, has dramatically improved medicinal effects and thus exhibits dramatically improved effects for regulating blood pressure, balancing yin and yang, and improving sleep. According to the present invention, the medicinal components concentrated as paste is dried and sterilized by using microwaves of 2,400-2,500 MHz for 25-35 minutes; and since the sterilization and drying are performed at the same time without a high-temperature heating technique, activities of the medicinal components can be prolonged as long as possible while degradation of the activities of the medicinal components can be prevented.
