The present invention relates to a system for guiding the consideration of transportation-vulnerable users capable of more naturally and conveniently requesting a concession to general persons sitting on transportation-vulnerable seats. According to an embodiment of the present invention, disclosed is the system for guiding the consideration of transportation-vulnerable users including: a seat concession request input unit which is installed in an entrance of a public transportation means, generates a seat concession request signal by receiving a seat concession request from a passenger, and receives and outputs a seat concession approval signal in response to the seat concession request signal; a seat concession request signal transmitting unit which transmits the seat concession request signal to the transportation-vulnerable seat, sets a transmission order according to the usage state of the transportation-vulnerable seat, and successively transmits the seat concession request signal according to the set transmission order; and a seat concession approval input unit which is installed in each transportation-vulnerable seat, receives and outputs the seat concession approval signal, receives the seat concession approval signal from the passenger, and outputs the seat concession approval signal to the seat concession request input unit.
