An ultra-low carbon bainitic steel, comprising: C: 0.01–0.10 wt%, Mn: 1.8–2.3 wt%, Si: 0.3–1.5 wt%, Cr: 0.1–0.6 wt%, Ni: 0.5–2.0 wt%, Mo: 0.1–0.5 wt%, V: 0.01–0.25 wt%, the remainder being Fe and unavoidable elemental impurities, and the content of each element satisfying C+(Mn+Si)/6+Ni/15+(Cr+Mo+V)/50≤0.8. A steel rail prepared using said ultra-low carbon bainitic steel and preparation method of said steel rail. Said bainitic steel rail has high strength, high low-temperature toughness, good weldability, and excellent comprehensive performance, and is suitable for high-speed railways where speeds exceed 250 kilometers per hour.
