Provided are an atmospheric-pressure plasma generation device, an atmospheric-pressure plasma generation circuit, and an atmospheric-pressure plasma generation method that are capable of suppressing abnormal discharge and stably generating an atmospheric-pressure plasma even when plasma input power is increased. An atmospheric-pressure plasma generation device (10) is provided with: an AC power supply (11); a plasma generation part (12); and a discharge current dispersion circuit (13). The discharge current dispersion circuit (13) is connected between the AC power supply (11) and the plasma generation part (12), and disperses a discharge current pulse into two or more pulses by reducing a discharge current pulse (31) which has a frequency higher than that of an AC voltage (11a) and by generating another pulse (secondary discharge current pulse (43)) with use of the reduced amount.
