A point group extraction unit (12) extracts from point group data a point group for drawing a polyline. A vertex generation unit (13) defines a local area in the point group, determines, as a representative point, a point which indicates a distribution state of the point group in the local area, defines a new local area with the determined representative point as a reference, and determines, as a new representative point, a point which indicates a distribution state of the point group in the new local area. A polyline output unit (14) draws a polyline by connecting all of the representative points in order.
