A downward filling mining method for an extra-thick coal seam, comprising the following steps: according to a thickness of 2.5-3.5 m, dividing an extra-thick coal seam into complete filling layers (3) and partial filling layers (4), which are distributed at intervals; first mining the first complete filling layers (3) by using a downward mining sequence: arranging a solid filling working surface (15) on the complete filling layers (3), paving a top plate and a bottom plate with a metal net (13) and a bamboo net (14) respectively, carrying out falling-filling in a goaf, and manufacturing an artificial false roof and an artificial false bottom; then mining the partial filling layers (4): arranging strip-shaped fully-mechanized mining surfaces (17) and filling working surfaces at intervals in the partial filling layers (4), filling the surfaces alternately, and staggeredly arranging working surfaces of adjacent partial filling layers. According to the method, land subsidence is effectively controlled, resource recovery efficiency is increased, and the sustainable development and green and efficient mining of a mine are achieved.
