Provided is a filler-filled highly thermally conductive dispersion composition obtained by: pulverizing 5-70 parts by weight of thermoplastic polymer particles and 30-95 parts by weight of highly thermally conductive filler particles having a graphite-like structure (100 parts by weight in total) by means of a pulverizer, which grinds and crushes using frictional or impact force, to cause delamination or cohesive failure while maintaining the average surface particle size of the filler particles having a graphite-like structure; covering the highly thermally conductive filler particles with micronized polymer particles to obtain a uniformly dispersed powder composition; and uniformly dispersing the powder composition using 25-250 parts by weight of a dispersion medium containing a reactive liquid dispersion medium and/or a thermoplastic polymer having a deflection temperature under load or a melting point lower than that of the thermoplastic polymer used in the powder composition, with respect to 100 parts by weight of the powder composition, wherein a thermally conductive infinite cluster having a thermal conductivity of 1-35 W/mK is formed and the concentration of the highly thermally conductive filler particles is equal to or higher than a percolation threshold value.
