The present invention relates to a method for preparing a nitrogen-doped graphene quantum dot, and a solar cell comprising a nitrogen-doped graphene quantum dot. The method for preparing a nitrogen-doped graphene quantum dot, according to an embodiment of the present invention, comprises the steps of: preparing a mixture solution of graphene oxide and polyethylenimine; stirring the mixture solution of polyethylenimine and graphene oxide; and heating the stirred mixture solution of polyethylenimine and graphene oxide, thereby cutting graphene oxide and nitrogen-doping and reducing the cut graphene oxide.
