An integrated monitoring system and monitoring method for seepage characteristics of a water engineering project in a complex environment. The system comprises a seepage characteristic space-time monitoring apparatus and a sensing optical fiber (116) seepage detection sensitivity boosting apparatus. The seepage characteristic space-time monitoring apparatus comprises a vertical load-bearing fiber column (120), an outer edge through pipe (117), and sensing optical fibers (116). A left force-bearing beam (102) and a right force-bearing beam (121) respectively are arranged at either side of the vertical load-bearing fiber column (120). The outer edge through pipe (117) is sleeved on the vertical load-bearing fiber column (120). A fiber converging box (115) is arranged above a second transitional round extremity (114). The sensing optical fibers (116) in the fiber converging box (115) run through the outer edge through pipe (117) to be connected to a component supporting body (119) containing a temperature measuring apparatus, and then run through a flexible apparatus after bypassing sequentially the second transitional round extremity (114) and a first transitional round extremity (111) to be led out from a third transitional round extremity. The integrated monitoring system for seepage characteristics of the water engineering project in the complex environment, with a series of products and techniques such as research and development in basic sensing optical fibers and secondary processing of regular sensing optical fibers being provided, implements quantitative and qualitative assessments in the horizontal and vertical directions in terms of time and space.
