The present invention relates to a coastal pollution prevention method generation device for coping with marine pollution accidents, and a method therefor, the device and the method being capable of quickly and efficiently preventing coastal pollution by establishing an on-site pollution survey and pollution prevention measures for quickly preventing coastal pollution when a marine pollution accident caused by oil and hazard and noxious substances (HNS) in the ocean occurs. The coastal pollution prevention method generation device of the present invention above can comprise: a storage unit (100) for storing coastal section division reference information and coastal classification-based pollution prevention method information classified according to coastal characteristic information; an input unit (200) for receiving map information including coastal characteristic information, coordinate information, and image map information of a coast of which a coastal section is to be divided; a map information analysis unit (300) for extracting coastal area-based coastal characteristic information by analyzing the map information inputted through the input unit (200); a coastal section division unit (400) for section-dividing the coast according to the coastal characteristic information extracted by the map information analysis unit (300); and a coastal pollution prevention method generation unit (600) for generating a coastal pollution prevention method by using the coastal classification-based pollution prevention method information stored in the storage unit (100) according to coastal characteristics of the divided coastal sections.
