The apparatus uses a motor to drive the planetary gears (11, 11') to drive the eccentric shaft (9) to rotate, one bearing hole of each cycloidal wheel (12, 12') cooperates with the eccentric shaft (9) via the needle bearing (10) to form a rotary pair, the eccentricity of the eccentric shaft (9) drives the cycloidal wheels (12, 12') to move in an oscillating manner, and another bearing hole of each cycloidal wheel (12, 12') cooperates with the slide shafts (3, 3') and the connection shafts (4, 4') to drive the slide shafts (3, 3') to move back and forth within a track.
