A method of encoding video data, comprising: storing the video data in a memory, the memory including a temporary store (150); receiving (302) the video data to be encoded; and determining (303) a plurality of Lagrange parameters for a plurality of coding modes based, at least in part, on a bitrate ratio of a current block for the encoding mode and a fullness of the buffer (150) , wherein the bit rate is based on a number of bits for encoding the current block using the coding mode divided by a number of bits to encode the current block without any compression; selecting a coding mode among the plurality of coding modes based on the determined plurality of Lagrange parameters; and encoding the current block in a bit stream based on the selected coding mode and using the bit rate associated with the selected coding mode representing the number of bits used by the coding mode selected to code the current block.
