Modes of this application provide an application initiation control method and control device. The method includes: receiving information that is sent by a first application and that is used to trigger launch of a second application; determine, based on at least one of the first application's information and the amount of resources currently available from a system, to restrict the launch of the second application, where the first application's information is used to indicate a degree of importance of the first application in the system; and restrict second application initiation when it is determined that second application initiation needs to be restricted. According to the method and device in the embodiments of the present application, the resource waste caused by the fact that launching one application is triggered frequently by another application is reduced and therefore system performance can be improved.
