PROBLEM TO BE SOLVED: To determine execution propriety of rebalancing on the basis of a load state accompanied by the lapse of time in a technology for executing rebalancing for correcting deviation in a load between a plurality of nodes in a distribution system.SOLUTION: A rebalancing device to be used in a distribution system having a plurality of nodes to which information from a plurality of client machines using a communication service is distributed via a network comprises rebalancing processing means for, on the basis of the load quantity of the plurality of nodes, determining whether or not rebalancing for suppressing deviation in load quantity between the plurality of nodes is necessary; and cancellation processing means for, when it is determined that rebalancing is necessary by the rebalancing processing means, determining whether rebalancing should be cancelled or not on the basis of the predicted load states of the plurality of nodes after rebalancing.SELECTED DRAWING: Figure 9
