An electrochemical cell for wastewater treatment is disclosed, the electrochemical cell comprising a catalyst coated membrane, an aperture mesh disposed on each side of the membrane adjacent to the catalyst coated membrane, and an aperture mesh. And a compressed frame disposed adjacent to each other. The perforated mesh and the compression frame are formed from a conductive material. Each compression frame has a compression arm that extends into a region surrounded by the outer periphery of the frame and spans the anode and cathode active regions via fasteners protruding through the compression arm, aperture mesh and catalyst coating membrane.
