PROBLEM TO BE SOLVED: To provide a heater that can cause resistance heating elements to uniformly generate heat.;SOLUTION: A heater 23 comprises: a substrate (base material 30 and heat insulating layer 31); a plurality of heat generating units 41 to 45 that are arranged and formed in the axial direction on one face of the substrate; and a plurality of electrode units 51 to 56 that are formed on one face of the substrate and electrically connected to both sides of each of the heat generating units 41 to 45 in a passage direction orthogonal to the axial direction.
