PROBLEM TO BE SOLVED: To provide a data reference authority management device, a data reference authority management method and a data reference authority management program capable of limiting a range of information to which a user can refer.SOLUTION: A data reference authority management device: (1) acquires layer identification data associated with input hierarchical structure identification data and object identification data by referring to object management data including the hierarchical structure identification data to identify a hierarchical structure with objects organized in lowest and higher layers, the layer identification data to identify each layer in the hierarchical structure, and the object identification data to identify an object; and (2) acquires lowest layer identification data associated with the input hierarchical structure identification data, the acquired layer identification data and the object identification data by referring to object development data including the hierarchical structure identification data, the layer identification data, the object identification data and lowest layer identification data to identify an object in a lowest layer.SELECTED DRAWING: Figure 37
