PROBLEM TO BE SOLVED: To determine a state of rainfall based on measurement data of electrostatic capacity.SOLUTION: A data collection PC 70 includes: a data collection part 72 that acquires a capacitance value (measurement data) across a signal line and a GND line; and an FFT calculation section 74 performs an FFT filter calculation processing on the acquired measurement data. A determination section 76 determines a state of rainfall based on a high frequency component higher than a rainfall state determination frequency obtained by the FFT filter calculation processing.
