The present invention efficiently transmits, to a monitoring center, the state information of an elevator requiring recovery work or the like, even when elevator state information cannot be transmitted to the monitoring center. If a state information communication device 1B cannot communicate with a monitoring center 4, a state information transmission unit 14 transmits the state information of an elevator 1A to a portable communication terminal 6, and the state information reception unit 15 of another elevator 2A receives the state information of the elevator 1A through the portable communication terminal 6. If the relationship between the elevator 2A and the elevator 1A satisfies a predetermined condition, a state information accumulation unit 13 accumulates the state information of the elevator 1A, and a monitoring communication unit 12 transmits, to the monitoring center 4, the state information of the elevator 2A and the state information of the elevator 1A accumulated in the state information accumulation unit 13.
