To provide a numerical control program generation device capable of generating a numerical control program by which machining is implemented with high accuracy at a higher speed in a numerically controlled machine tool, and a numerically controlled machining system, and a numerically controlled machining program.SOLUTION: The numerical control program generation device includes: storage means in which a block processing time indicative of a processing time of a numerical controller, a command speed designating a machining speed of the numerical controller, a curvature radius of a target curve, and relationship between a plurality of parameters of a chord error for line segment approximation of the target curve are stored; calculation means which uses the relationship between the plurality of parameters to calculate a target chord error on the basis of a condition for chord error in controlling a numerically controlled machine tool by the numerical controller; and program generation means which generates an approximate line segment for the target curve on the basis of the target chord error.SELECTED DRAWING: Figure 1
