To provide a premises change estimation apparatus capable of improving estimation accuracy of premises change on the basis of images of a land, premises change learning apparatus, premises change estimation method, parameter generation method of a discriminator, and program.SOLUTION: An estimation processing execution unit 76 inputs estimation input data in a learned change discriminator 34, the estimation input data representing a difference in a pair of estimation images of a land captured at different time points and representing whether or not a building is shown at a prescribed position in an at least one estimation image.
