To suppress occurrence of a drag penalty caused by mounting a vortex generator.SOLUTION: A windmill blade comprises a vortex generator including multiple fins. In the windmill blade, a first fin that is positioned most closely to a blade head among the multiple fins is provided closer to a blade root than a position closer to the blade head between a blade length direction position where a ratio t/C of blade thickness (t) with respect to a cord length C is 0.4 and a radial direction position of 0.2 R with respect to a radius R of a rotor including the windmill blade.
