To provide a carbon dioxide production device capable of inexpensively producing carbon dioxide including very few harmful component and a carbon dioxide production method.SOLUTION: A heat exchanger performs heat exchange between a gas circulation line and a high temperature atmosphere place where temperature is higher than that in the gas circulation line, a raw material powder supply line is connected between a reactor and the heat exchanger or to the reactor, and supplies a production raw material powder of carbon dioxide to the gas circulation line. The reactor brings the production raw material powder into contact with a mixture gas heated by the heat exchanger for generating carbon dioxide by decarboxylation, a carbon dioxide collection line collects the mixture gas to outside of a system of the gas circulation line, a dilution medium supply line supplies a dilution medium to the gas circulation line, and dilution medium separation means provided on the carbon dioxide collection line separates the dilution medium from the mixture gas.SELECTED DRAWING: Figure 1
