To provide a method for quickly forecasting and visualizing the congestion state both in trains and at stations for a large scale route network.SOLUTION: Information of stations, routes and trains of this system stores route information and diagram information of railway nets. A calculation server comprises get-on train estimation means which inputs the information of stations, routes and trains and the passengers demand information, estimates trains the passengers get on and adds the trains to each of the trip data and generates user behavior prediction information and a passenger demand information consolidation means which consolidates passenger demand information processed by the get-on train estimation means as a result of connecting the plurality of pieces of trip data. Processing, by the get-on train estimation means, passenger demands information consolidated by the passenger demand information consolidation means shortens calculation time for estimation.SELECTED DRAWING: Figure 1
