The present invention relates to a system for detecting rainfall and calculating rainfall at lower layers using properties of microwave attenuation upon rainfall, and a method thereof. In addition, an R-k relation for each microwave link is estimated by applying, to an R-k relation estimation module, microwave attenuation (rain-caused attenuation, k) caused by rainfall calculated in a microwave attenuation calculation module upon rainfall and rainfall intensity (attenuation-caused rain rate, R) causing microwave attenuation calculated in a rainfall calculation module (500) causing microwave attenuation. Accordingly, by applying the microwave attenuation caused by rainfall to a lower layer rainfall estimation and verification module, it is possible to estimate and verify rainfall at lower layers.
