A system, method, and facility for propagating notification and non-notification of resources across one or more networks is disclosed. A first entity, which may be a hosting service capability layer (SCL), may receive a request from an issuer to announce the resource. The first entity may generate an indication of the resource. The indication may be called a known resource. The first entity may send a known resource request to a second entity (e.g., a known SCL) that is registered with the first entity. Public resource requests can be sent via the mId interface. The first entity may receive a first response from the second entity via the mId interface indicating that the second entity has created a known resource.
