The present invention relates to a system and a method for hybrid fusion network management for providing stable traffic transmission through radio resource efficiency improvement. More specifically, the present invention provides a system and a method for hybrid fusion network management, which provide stable traffic transmission through traffic analysis accuracy improvement and radio resource efficiency improvement through pre-information sharing between a mobile access gateway (MAG) and an access point (AP) in the same access network. The hybrid fusion network management system comprises: the AP (100); the MAG (200); an authentication authorization accounting (AAA) server (300); and a local mobility anchor (LMA) server (400).
