The present invention relates to a real-time leakage detection system of an ICT-based water pipe network. It is possible to simultaneously obtain flow rate data and vibration data by embedding a vibration sensor for diagnosing a pipe in an insertion type in a flow meter and by installing only the flow meter in a buried water pipe network, and accurately diagnose a state of the water pipe network by analyzing a change rate of the obtained flow rate and by analyzing a pattern of the vibration data. The present invention comprises: a water pipe measuring device for detecting a flow rate and vibration of a water pipe buried underground; a measuring data transmitting device for converting detected measuring data into wireless communication mode data and transmitting the converted data; and a water pipe network diagnosing device for sampling and accumulatively storing the transmitted measuring data, recognizing a cause and a pattern of vibration generated in the water pipe network by analyzing a correlation between the vibration data and the flow rate data, determining a state of a water pipe by comparing and analyzing a currently measured vibration pattern and a past vibration pattern, and predicting a network state through simulation.
